'The dataset consists of more than 7 million observations on monthly billing data for the vast majority of households in southern Indiana for three years. Our main finding is that — contrary to the policy's intent — D.S.T. increases residential electricity demand.'" An anonymous reader writes "With the time approaching when we'll be changing our clocks again, the Wall Street Journal is running a timely article on a study done by a UC-Santa Barbara economics professor and a Ph.D. student. The study unambiguously concludes that Daylight Saving Time not only doesn't save any energy, it actually wastes energy and costs more. The study used energy company records from Indiana before and after that state mandated DST for all of its counties, and calculated that the switch cost Indiana citizens $8.6M per year. I expect that most of you got up this morning and saw this little message of your Mobile Device as soon as you turned it on. Some of you did the update when it first came out and others were reminded by gasusan the other day with her post: Is your calendar up to date? Ahh, its a great feeling to know that the software worked! For all my devices that were windows mobile, the message appeared and I knew I was ready. Some of them I had to apply the update and of course all those that had Windows Mobile 6, the change just happened as it was supposed to. So, Im happy. They all work and time continues to march on&But, my guess is there might well be one or two of you that had a device that you forgot to update with the DST patch. Congress has changed the dates for Daylight Saving Time (DST) in the United States starting in 2007. Canada has adopted similar DST dates. These changes could cause clocks and Microsoft Outlook calendar appointments on Windows Mobile powered devices to display incorrect times for March 11 - April 1, 2007 and October 28 - November 4, 2007 and again in subsequent years. Changes in Daylight Saving TimeDaylight Saving Time (DST) will now start three weeks earlier (2:00 a.m. on the second Sunday in March- March 11) and will end one week later (2:00 a.m. on the first Sunday in November- November 4). Changes in DST will cause the following problems for Windows Mobile powered devices in the U.S. and Canada unless the updated detailed above are applied: (Impact between October 28, 2007 and November 4, 2007)The device has outdated DST rules and will not honor the new DST transition time. The result is that the clock reads one hour ahead of actual time during the extended DST period. Calendar items display one hour ahead of actual time during the extended DST period. To make sure your appointments on your Windows Mobile devices are accurate, youll need to update your device. If you regularly synchronize your device with your PC, youll need to update Microsoft Windows and Microsoft Outlook as well. Microsoft has some tools that will help you make these updates:2007 Time Zone Update for Microsoft Windows Operating Systems Outlook Time Zone Update Tool Daylight Saving Time 2007 Update Tool for Windows Mobile Exchange Time Zone Data Update ToolNote: All users in the United States, Canada and Mexico should immediately install these updates. Users in other countries should install these updates if they travel to the United States, Canada and/or Mexico or if they make calendar appointments that include attendees that are based in the United States, Canada and/or Mexico. It is IMPORTANT to follow ALL steps below, COMPLETELY and IN ORDER. If meetings between March 11, 2007 and April 1, 2007 are scheduled after the DST files are installed but before the tool is run, meetings will erroneously be moved one hour earlier. To correct such calendar items, organizers should manually update such meetings to ensure they are scheduled accurately for themselves and all invitees. All connected devices must be updatedEven if you correctly update your PC with the DST 2007 update, when you view your calendar from a non-updated mobile device running Windows Mobile, your meetings during the extended DST period will be shifted by one hour. If some users have not updated their Outlook, it will affect other usersThe Outlook Time Zone Update Tool only updates meetings for which the user is the organizer, and then automatically sends updates for those meetings to attendees. Meetings that you are invited to but did not organize will not be updated until the organizer updates the meeting and sends you an update. Once the update is accepted, it will display at the proper time. Additionally, meetings created by a delegate on your behalf from an non-updated PC will need to be updated on your PC by running the Outlook Time Zone Update Tool again.What you can do to ease the transitionAll Windows Mobile powered device users affected by the time change should give extra attention to meetings and appointments scheduled between October 28 and November 4, 2007. Cory Webb, 15-year-old kid from Pittsburgh, spent a super-fun-happy 12 days in jail over something he had no control over: daylight saving time. He was arrested last month after calling into a school phone hotline. A non-related bomb threat was also called into the phone hotline one hour before Webb's call was made and the school officials assumed the caller ID had reflected the daylight saving time change (but it hadn't) and Webb's call was linked to the bomb threat. He was thrown in jail for 12 days before the mistake was realized. All of the charges have been dropped, but Webb will never get those 12 days of his life back (or be able to forget the soap-dropping experience). –Travis Hudson

He spent 12 days in lockup until the authorities realized that their caller-id log was off an hour because of the new Daylight Savings Time rules and that Cody had only called one hour prior to the actual bomb threat. Perhaps it took so long because of the principal's Catch-22 attitude about Cody's guilt — she said, 'Well, why should we believe you? You're a criminal. Criminals lie all the time.'"

As the IT industry enters the last two days before daylight savings time, many solution providers are scrambling to help customers avert major impacts from computer hardware and software that have yet to be updated to reflect the U.S. government's change in the starting date for daylight savings time -- and they are directing much of their anger at Microsoft because of it. "Unlike Y2K, this is not a bust," said Marc Harrison, a professional engineer at Silicon East, a Manalapan, N.J.-based solution provider. Daylight savings time, or DST, traditionally started on the first Sunday in April, but starting this year it has been moved by the government to the second Sunday in March as an energy-saving measure. Unfortunately, many computer systems and applications, which automatically update for DST based on the traditional timing, were not updated to reflect the new timing. Microsoft appears to be the main source of frustration because of the need to update the vast majority of its applications, with Windows Vista, ExchangeServer 2007, and SharePoint Services 3.0 being the main exceptions. Rex Frank, CTO of Alvaka Networks, an Irvine, Calif.-based MSP, said that while DST is a serious issue, many customers were lulled into a false sense of security because of their Y2K experience. The change will require patches for many software products, some which will require manual installations. But customers shouldn't expect VARs to be pushing such patches very hard."People will wait and see what will really happen because of Y2K," said Jim Locke, president of JWLocke and Associates, a VAR based in Pasadena, Calif. "Everybody shouted that the world was going to come to an end with Y2K, and of course it didn't." But in spite of the negative connotations that may automatically go along with the daylight-saving time issue, Locke believes that it will indeed be an issue, and one that will most likely be handled through remediation rather than proactive efforts.
